Problem starting 1993 Honda civic ex?

Most of the time, my car starts right up. But sometimes (often lately) it wont start for a half hour or so, and then finaly it struggles and starts. Then the next time I try to start it, it starts back up fine. Anybody know whats going on? Is the fuel pump going bad?
