I had the transmission in my 1994 Lincoln Town car rebuilt, but it still down shifts

by it's self.? It shifts down and then back in gear when traveling between 45 and 65 mph. on level roads. I believe it to be an electrical problem but I'm not sure.
Does it sound like the park/neutral safety switch or the transmission range sensor?
