Default a friend drowned his 88 toyota longbed truck,and it needs a fuel

filter.where is the filter located? a mechanic buddy said it's around the starter,and that it's a "bitch" to replace anyone with some experince ever replaced one and know the steps for doing this?or could suggest a method.any help would be appriciated.
