Default why do my 1993 toyota 4runner front parking lights not work? all other lights work.?

I can find headlight fuse and taillight fuse (which are good),all bulbs are good,no fried wires, there is a relay down by the the floorboard that clicks with the switch. also a relay,I think,in the engine compartment labeled HEAD.

I suspect a bad ground connection. It is most probably where the wire connects to the chassi but could be at the bulb socket. You would just have to locate it, unscrew the grounding screw/bolt, clean it with a wire brush(or othe item), coat it with dielectric grease (to prevent corrosion), reassemble and you're done.
