what are the cars that have a black cloth cover and cable in rear tire doing?
On my daily commute in Los Angeles I sometimes see cars, and they are different makes and models, driving through Beverly Glen. They are covered in black cloth so that the front and rear of the vehicle is obscured and there is a cable that is inserted into the center of the left rear wheel.
I was wondering if they are doing mileage tests or air quality?
