when buying a used car from a dealer, should it come with an owners manual,

spare keys and a remote control? we just bougfht a used car from a dealer and it did not come with an owners manual, 2 sets of keys and a remote control. Salesman said that they cant guive them to us we have to by them. I think hes full of it.
