Default Do I have to change my car's oil every 3,000 miles/3 months?

I commute to work everyday and drive less than 8 miles per day to and from the Park & Ride (P&R). Over the past year I have driven approximately 1,000 miles. The car is rarely, or never, driven on the freeway and I regularly take the back roads to the P&R. The trip to the P&R is a straight 40 mph run with a pair of stoplights at the beginning and end of the trip. The car is parked in a garage at home, but it is outdoors at the P&R. Because of the brief usage of the car and conditions it is driven in, does the 3,000 miles or 3 month rule really apply?
