BMW roof bar fixing points; How do I remove them please?

Behind the rubber seals over the doors are four pairs of special fixing lugs for, presumably, clip-on roof bars. Have tried an allen key but they seem to be locked on somehow. Shall I drill them out or are the special roof bars easy to get hold of? Any help will be much appreciated. Car is 318 Touring 1996, 3 series.
